If you have access to the dev center, that's certainly the safest way to get the file. But many people are running the beta who aren't registered devs and will have to find the profile via other means. iOS will let you install unsigned config profiles with just a warning, which means that someone could maliciously configure your iPhone if they fool you into installing a trojan horse version of the config.
In fact, I believe that one could easily just edit the mobile config apple has provided to add more settings to it. That would break the certificate, but someone who installs it may not know something has gone wrong, because the setting they need will still be added.
So, I repeat: Do not install a mobile config unless it is signed by an organization you trust!
